San Marcos police release new photos of box truck involved in hit-and-run fatal crash

San Marcos police have released surveillance photos of a box truck involved in a fatal hit-and-run crash on Jan. 3 that resulted in the death of a Houston woman.

According to a news release, the box truck collided with a silver Mazda on northbound Interstate 35 near Wonder World Drive, causing the car to land on its side. The driver, Iliana Velez, 18, was killed.

After the collision, the box truck fled the scene and was later caught seen traveling north on I-35, police said.

The surveillance photos, taken near the intersection of South Guadalupe Street and Knox Street following the crash, show the truck to have a white box with yellow on the bottom half of the doors and front fenders. The hood, roof, upper doors, and box of the truck are all white.

The cab of the truck has amber lights along the roofline and there may be marker lights on the corners of the box. The truck appears to have writing on the box just behind the door on the driver’s side and writing or a shape just below the door’s handle.

There are only two axles on the truck, and the rear of the box is extremely overset of the rear tires. The rims on the tires appear to be white.

The San Marcos Police Department is investigating the crash as an accident involving death, a felony offense. Anyone with information about the truck or the identity of the box truck driver is asked to contact Sgt. Myers at smyers@sanmarcostx.gov.

$150k bond set for woman accused of trapping, hogtying toddlers

A woman accused of leaving two toddlers alone and bound or trapped in a Southeast Side home has had her bonds set at a total of $150,000, court records show.

Priscilla Ann Salais was arrested on Tuesday after police discovered the toddlers over the weekend.

Salais was charged with two counts of endangering a child and a bond of $75,000 was set for each count, for a total of $150,000.

As Wednesday afternoon, Salais has not posted bail on either count.

On Sunday afternoon, firefighters forced their way into a room of a duplex in the 400 block of Bailey Avenue and found two children inside.

A toddler girl had her wrists and ankles bound and tied together, according to the affidavit. She had visible injuries, including a black eye and bloody lip, according to the arrest affidavit.

A boy was found in a playpen “that was completely covered” by a changing table and baby carrier, trapping the child within the enclosure. The boy’s diaper was “heavily soiled,” according to the affidavit.

Salais had temporary custody of the children because their parents are being investigated by Child Protective Services due to concerns of physical abuse, according to the affidavit.

Though Salais has faced various criminal charges — including aggravated assault with a deadly weapon — dating back to 2002, all charges were dismissed, either due to deferred adjudication, insufficient evidence or missing witnesses, according to Bexar County court records.

It’s unclear how the children were placed in Salais’ care. CPS did not immediately respond to requests seeking comment.

Salais has pre-hearings set for Jan. 25 and Feb. 8, according to court records.

Ex-Park Police officer indicted, accused of tampering with his own probation paperwork

A former San Antonio Park Police officer has been indicted after investigators said he tampered with his own probation paperwork in order to help land employment with another law enforcement agency.

David Garcia was indicted on a felony charge of tampering with a government record on Jan. 6 and taken into custody Monday. He is now free awaiting his next court appearance after posting a $5,000 bond.

Garcia is accused of scratching out the section of his deferred adjudication paperwork from a separate case that stated he could not work in law enforcement for two years and then presenting the altered paperwork to his Bexar County probation officer.

The incident happened in January 2020, a Bexar County District Attorney’s Office spokesperson said in a press release Tuesday, but the alteration was not brought to the attention of the DA’s office until late last month.

Texas Commission on Law Enforcement investigators reached out to the DA’s office after learning Garcia was trying to find employment back in law enforcement.

San Antonio city officials did not respond to multiple requests Wednesday asking when Garcia left the park police department and the reason for his departure.

Garcia was arrested in July 2018 for misdemeanor family violence and interfering with an emergency telephone call, court records show.

Prosecutors later dismissed the family violence charge due to a missing witness, records show.

Garcia pleaded no contest to the interfering charge on January 8, 2020, and was given two years probation. The plea took place the same day he is now accused of tampering with his probation paperwork.

A motion-to-revoke probation hearing has been scheduled in the interfering case for late next week.

Garcia’s attorney did not respond a phone call seeking comment Wednesday.

A separate misdemeanor family violence charge filed against Garcia in 2006 was dismissed weeks after he was charged, court records show.

Comal County reports 379 new cases Wednesday, another new record

Comal County health officials on Wednesday reported 379 new COVID-19 cases — another record for the highest daily cases.

Until last week, the county’s peak for new cases was on Aug. 17 with 218 cases. But one week ago, the county broke 300 daily cases for the first time. New records were set Thursday and Monday as well.

The county reported one new COVID-related death on Wednesday, putting the death toll at 487, a news release said. The man who died on Jan. 7 was in his 60s and a resident of New Braunfels.

There have been a total of 23,343 confirmed COVID-19 cases in Comal County to date.

As of Wednesday, there are 50 COVID-19 patients in Comal County hospitals —nine are in intensive care and two are on ventilators. Approximately 84% of these patients are unvaccinated.

Officials said that the Comal County Public Health Department is administering Moderna COVID-19 vaccines for those 18 and older and Pfizer vaccines for anyone five years and older. Booster vaccines are also available.

Residents are urged to be patient as call volume is extremely high.

Woman pretended to be SAPD officer in Facebook shopping scam, affidavit states

A woman pretended to be a San Antonio police officer on Facebook while scamming people who thought they were buying jewelry from “a good moral character,” according to court records.

Yvonne Lucio, 37, was charged with online impersonation after an SAPD detective reported that her images were being used as Lucio’s profile picture and cover photo, an arrest affidavit states. Lucio also used other images of the detective in her Facebook Stories.

Police said Lucio posted images of jewelry in private resell groups on Facebook, including James Avery groups, and asked users to send money via Facebook pay or other payment apps, such as CashApp.

She told customers that she lived out of state and charged for shipping.

Once users paid her, she made it appear that she didn’t receive the money, police said. The customers then sent subsequent payments, and multiple charges were taken from their accounts.

When customers confronted her online about the scam, she sent them reimbursement invoices that were actually payment invoices.

In one instance when a customer complained, she replied “I don’t need 65 I’m a police officer I make tons,” the affidavit states.

Police said it appeared Lucio pretended to be an officer to make it appear she was “a good moral character.”

The detective discovered her images were being used in September when a friend sent her a post about a scam warning.

The post stated, “Scammer alert. Yvonne Lucio is persistent. Do not fall for it! She’s in several James Avery Groups!!… Beware.” The post also included a screenshot of Lucio’s profile that used the detective’s images.

One of the images included the detective at a promotion ceremony with the SAPD chief, the affidavit states. In the picture, she is in full uniform.

A search warrant on Lucio’s profile showed that she defrauded “several” unidentified victims while she used the persona of the officer, the affidavit states.

Records show a warrant for her arrest was issued on Dec. 23. She was arrested on Tuesday.
